Getting Error Message when installing SQL 2016 Standard

Hello, I am getting an error message when trying to install SQL 2016 Standard.  The error message points to a missing dll file.  The machine is a Dell 3050 running Windows 10 Pro.  What am I missing?  This is the log file:
