Does 2016 SQL developers edition have the ability to create SQL AG?   

Can 2014 SQL developers edition create SQL AG?   Can developers edition create SQL failover clusters?

2016 SQL standard shows NO for "always-on availability groups" but YES for "always-on failover clusters"?  What is the difference between these two HA technologies?

Is always-on failover clusters just a new term for the traditional single storage cluster used for HA prior to AG which had failover instances??
