The following error occurs during the installation of SQL Express 2017 on a Windows 2012 x64 system:

It seems that any SQL Server package I try installing throws an error. When I try installing the Microsoft® SQL Server® 2012 Native Client - QFE I get the same error as above with the full SQL Express 2017 package.
Any guidance on how to correct this would be appreciated. I have never had an issue installing SQL Express previously.
