SQL Server 2016 Developer Edition [ Unable to Install DBEngine ]

OS:  Windows 10  note: Was upgraded from windows 7 to 10  

Problem: Installation fails

Error description:             There is a problem with this Windows Installer package. A DLL required for this installation to completecould not be run. Contact your support personnel or package vendor

I have tried the following:

a.Giving "c:\users\{user}\AppData\local\Temp" and "c:\users\{user}\AppData\local\Microsoft\Windows" Full Authority

b.unregistered and registered c:\windows\system32\msiexec  and  c:\windows\syswow64\msiexec

c.Removed all installations of SQL Server including directories and registry entries (no trace what so ever)

d.sfc / scan

Nothing is working. I read lost of articles and follow the instructions, yet not relief in sight. I want to reinstall windows 10, but the product key has been over written when the auto upgrade went through(Thank you MS). 

Any help would be greatly appreciated.
