SQL Server Subscription (CSP) - Downgrade/On-Prem Rights Require Tenant?

I have a SQL 2014 Standard Server that appears to be unlicensed. This server will be decommissioned in about year, so the SQL Server Subscription license from CSP seems perfect. All the documentation indicates it grants downgrade and on-premises installation rights - so again perfect. My question - do I have to actually deploy a tenant?

Our company does not have a tenant currently and I would rather wait to deploy for something that required it. SQL 2014 does not have tenant licensing validation or anything, so it would merely be "procedural". Any assistance would be awesome, this is not addressed in any documentation and I am being kicked around to several different groups through other MSFT resources. Thought I would give forums a shot.
