visual studio runtime "microsoft Visual c++ 2017 x64 Minimum Runtime - 14.16.27012" needs to be repaired

I have Windows 10 Professional 64-bit OS on my laptop.

I have Office 365 32-bit on my machine (to emulate a client's setup).

I have Visual Studio 2017 Community loaded.  In that, I have Visual C++ loaded.  And VB.NET and C#.NET, and Linux C++.

I tried to load Sql Server Express on my machine, and got this message:

visual studio runtime "microsoft Visual c++ 2017 x64 Minimum Runtime - 14.16.27012" needs to be repaired.

Same thing happens if I tried to install the SS Developer version.

I uninstalled VS 2017 and reinstalled (which took a looooooooooooooonnnnggggggg time).  I tried to reinstall SS Express.  I get the same error message.  I can find nothing in a google search about this. 

Anyone know what is up?
