SQL Native Client 11 not available when creating ODBC 64bit connection?

I've installed SQL server 2012 and Native client installed as part of that, I see it in Programs, version 11.3.6020.0...on W2K12R2.  Firewall turned off and SQL browser service running.

I've manually created a database called vcenter, and on a separate W2K12R2 VM I am creating a System DSN ODBC connection.

However, I only see SQL Server as a selection.  I do not see SQL Server Native Client which is required for ODBC connection and VMware vcenter install. 

Any suggestions for how to make SQL Native client available as selectable option when creating ODBC connection?

I've done it before, just don't remember what I am missing.
