can I install SP3 without SP1 or SP2 for sql server 2008 R2 for windows 7?

I just installed sql server 2008 R2 on a windows 7 machine.  I remember in XP you had to install sp1 before you could install the laters SPs.  Is that still the case for windows 7? 

Also, on XP I was able to insatll reporting services (many years ago).  I can't recall the steps for that.  Do I have to download it first and then install reporting services for sql server 2008 r2?
