SQL Server Express Silent Install woes

I have read quite a number of different articles and examples about the unattended installation.  I tried with both SQL 2008 Express and SQL 2012 Express with same results.  I am running it on Windows 2008 Server x64.

I boiled the command line down to the essentials as I saw from different examples.

setup.exe /ACTION=INSTALL /QS /INSTANCENAME="WIN2008-1\NLM" /IACCEPTSQLSERVERLICENSETERMS=1 /FEATURES=SQLENGINE /SQLSYSADMINACCOUNTS="WIN2008-1\Administrator"

I run it from a Command Window As Administrator. In addition, the machine does have DotNet 4.0 on it.

However the install always fails and always ends up with this error at the end of Setup.log:

Setup closed with exit code: 0x84C40013

I must have read a dozen articles about this. One person said make all Options UPPERCASE. Another said make sure to run As Administrator, yet another that the machine must have DotNet 4 or later on it.  Check, check and check.

Any suggestions would be greatly appreciated.
