Connecting to SSIS through SSMS without Built in Administrator

Without giving someone membership into the "BUILTIN\Administrators" group,
how would one enable a user to be able to access SSIS through SSMS REMOTELY?
SSMS >> Connect >> Integration Services >> {Server Name}

I get the following error, even though I am a sysadmin on SQl Server involved.  The only way, so far, I am able to get around this error is by having Built In Administrator permissions.
