SSIS compatibility with SQLServer14 and VS13 ultimate & Server 12

ok guys this is day 3 on attempting to make this work.  by now I have read pretty much all the aricle pertaining to this and have implemented them as well as seeing that some of the suggestions I have seen had already been implemented. All to no avail.

Platforms:  VS13 & SQL 14 for use of BI tools.   OS Server 2012 & Win 7

These packages were initially created using VS10Shell and then upgraded to VS 13 on a WIN 7 Pro Box.  All is working as designed.  no issues.  I was able to run my packages programmatically and via DTS utility...no worries no issues.

Moved the packages over to my server nothing worked!  Yes I did check debug the runtime, I tried both 32bit and 64bit; didn't work...in fact a few of the exceptions that were thrown makes no sense to me...culture exception.  Which everything is installed as English.  Security exceptions however I have admin level rights with full control, folders are opened up.  The one that I don't really get is the version....says I am using version 8 and cant use version 6 (or it maybe the other way around but a version conflict nevertheless).  The packages were successfully upgraded.   Again the packages all work on the WIN 7 machine.  I have repaired, installed, reinstalled, rerepaired and short of just plainly putting my foot directly into the monitor (which would cause more issues) nothing seems to work.    interesting part is that if I just run it within the IDE itself to test the packages they run as work as expected.  so why not run when I am trying to run the web page on my btnClick event?

During my uninstall/reinstalls and prior to me reinstalling SQL2014, I actually got the packages to run using the utility!  programmatically I still had some issues mainly importing the proper references, that part I don't need help with. So I installed 14 and it broke everything again...cant use utility cant run it programitcally can run it while in the IDE though.  I even went as far as scrapping my code and using a few examples I saw just to test one for a WIN8 Box as well the example shown on MSDN...no go.

What am I missing here?  Yes I have both sets (32 and 64 bit) DTS package utilities.  Oh btw the other thing is that when I try to use the SSIS Import Wizard I cant save my file because it says that is cant save for a SQL Express  DB.  I am running enterprise, I have no instances of SQL Server Express that I have installed and there is not even a local database...everything is being run off our DB servers.
