I have installed and repaired and reinstalled SQL Server 2012 Developer Edition. There is often a warning about the Windows Firewall needing to be configured if access to the default instance is needed. This has been done but the warning persists. And invariably we get an error 29559

There is a link given which this form will not accept and which is, in any case, dead. There is very little further information I have spent hours on this. What is the fix?
