2012R2 always on sql setup

I'm between a rock and a hard spot and could use some realistic professional advice.

Among other things I am responsible for Active Directory and Security.

My SQL guy is telling me that he has to have DA rights to install 2012 SQL Always on in the domain. Others are uncomfortable with delegating such rights for such a targeted project.

Its my belief that specific delegation should suffice but I'm not a SQL guy, not since 2008 when it definitely did not need DA rights to cluster SQL.

Is this true, does this task REQUIRE Domain Admin rights now in 2012?
