Sql2008R2 install on Windows Server 2008 R2 failes with "The ENU localization is not supported by this SQL Server media"

I have downloaded from our MSDN the English version of the SQL R2 INstall.  When I attempt to install this on a Windows 2008R2 server that is English I get that error.  Any Ideas?
