Create Service Accounts for SQL Server 2008 on Windows Vista Home Premium

I'm trying to follow the install instructions in SQL Server 2008 Step by Step.  The book is based on Windows XP Professional SP2.  I have Windows Vista Home Premium.  I need to create Service Accounts.  Where is the corresponding path to this on Vista? This path is described in the book:

1. Click Start, right-click My Computer, and select Manage
2. Expand Local Users and Groups, and select Users
3. Right-click in the right-hand panel and select New User
4. Specify SQL2008BSDE in the User name field...

How can I get to New User in Vista?
