Urgent SQL SERVER 2012 Licensing Question

Hi Everyone, 

I have looked at SQL SERVER 2012 licensing reference guide but still not 100% sure about licensing option and hope someone in here can clear my mind. 

We will have 2 dedicated SQL SERVER and each has 16 cores and we will configure them in a failover with transactional replication (we use SQL SERVER 2012 Standard Edition). We also need to allow 6 developers to access the standby database server for development. 

As far as I know, we will need to purchase one SQL SERVER license for 16 cores and 6 developers license. The standby database server will not be active for production so I guess it satisfy as "truly passive".

Here is my question and confusion:

If we have a production database called P1 on the primary database server and we have another database called P1 on the standby server as well (but standby P1 will not be active and accessible unless primary server is down). Can we have another copy of P1 (perhaps called P2, a restore of P1) on the standby server for testing and development ? We really need to have a copy of production database for testing. Do we need to purchase another 16 cores license for the standby server ?

I hope i expressed my confusion clear and appreciated any comments.
